You can edit an order while it is in the "Scheduled" status. Once the Order is in "Fulfilled" status, the order is unable to be edited and is out for shipment.
1) Click "Tags"
2) Find the tag order you wish to edit
3) Edit or cancel the order
4) You will see changes made in your order history view

Can tags that I already have be changed (retail price)?

The store will automatically update to the retail price shown in the dashboard. It updates every 10 mins at the store level.
